  2. The second step in creating an outline is to determine the audience for whom you are writing. In most cases the audience is just your teacher, but in some cases the audience might also be your classroom full of peers or it might be multiple teachers or even a review committee.
  3. The third step is to develop your thesis. With a thesis, you can then ask yourself what questions need to be answered in the course of your paper. You can write down what information you already know and then list the things that you still need to know.
